Bears will eat pretty much anything. Corn, be it dry or soaked would definitely be on the menu.

Bears absolutely eat dry corn. Buddy of mine had a injured bear show up at a corn feeder and stay for five days until the corn was gone. The bear then was at my place 6 miles away the next day. I was actually baiting bears for the MDC and this bear stayed around for 2 weeks before they decided to trap it. Set the trap and had it caught within hours. Pretty cool experience getting to handle the bear after they worked it. They think it had been hit by a car and had 2 broken bones in it's front leg one being a compound that were both healing up good.
We had 6 different bears come through this year. They first started showing up when my Winter Wheat started maturing and they seem to have really liked it. We don't bait at all unless for the MDC to trap. Most bears we just get a few pics of then they move on.
