I installed a set of Millet angle lock rings on a Rem 700. Followed the instructions on the package but they seemed to end rather abruptly. The "how to" for adjusting the rings for windage is a little skimpy.

My question is should both rings be moved together either left or right?

I don't have a bore sight just use a spot on the wall.

If there's a BIG difference, use both rings, it'll keep the scope from stressing so much. If you just need to move it a little, just move the rear ring a touch.

I found the Millett rings the hardest things to fool with, in the whole scoping world. I only have one set, and plan to keep it that way. I can't fuss about how well they're made, only that they are a pain to get right. Good luck!
