I know for sure Thomas Hill does not have a fishable population of northern pike. I do not know about the lower Osage. Best bet would be to contact the fisheries biologist. According to the website, "Currently, our largest natural populations are in borrow pits and drainage ditches on the Mississippi River floodplain, in Clark and Marion counties." A couple good biologists to talk with are in our Hannibal office (573-248-2530) and their names are Travis Moore and Ross Dames. Both are very knowledgeable, though they may not know much about the Osage population. Good luck.
