Both actually. Even with mowing before hand I feel it overworks a tiller breaking ground. On new ground I always disk first, then till. That said nowadays I'm more inclined to spray to kill, broadcast seed then mow as I feel it provides a better stand and brings less weed seeds to the surface. On a tiller...it's real easy to get too enthusiastic and over till ground.
