No you are not legal by puting two empty rounds in the mag. You have to put a plug of some sort in the mag. Just like the plug in shotguns.
Magazine Capacity
To build on the Deer Rifle Capacity question;
My favorite handgun has a magazine capacity of 12 rounds. I have not been able to locate magazines of 10 rounds or less. I would like to carry this pistol when firearms deer hunting and possibly take a deer with it.
If I insert two empty shell casings into the magazine and then load 10 rounds, am I legal?
