Land owner tag to hunt on public with a youth??

So if I take my son turkey hunting on public ground and buy him a youth tag can I use my land owner tag as my legal tag to take him. The rules say you can have a filled or unfilled tag.

I had not read the newest regulations. New this year, "You do not need a permit to assist a properly licensed youth hunter during the youth spring turkey season.

So, DURING YOUTH SEASON ONLY, you can take him on public land without having a purchased turkey permit. If you take him during regular season and you "participate in the hunt", you will need a resident turkey permit.
