I am not a gigger myself, but a friend of mine was wondering why the hours for gigging suckers and redhorse in streams was set as sunrise to midnight ? And more specifically ,why can't you gig after midnight ?

The most likely reason the regulation was put into place is due to daily limits. If you were allowed to gig later than midnight you would have two daily limits potentially in your boat at the same time.
Chapter 6 of the Wildlife Code 3 CSR-6.405 (3-B) state: A person may possess only the daily limit of any species while on the waters or banks thereof to which the limit applies.
