When antlers attached to the skull plate are found, they must be reported to an agent of the Department within 24 hrs. The agent will probably want to inspect the site where the deer was killed. I can only speak for what I would do. I usually like to look at the area where the buck was found to determine if it was harvested legally. If everything checks out, I will write a disposition for the deer. When a deer is found like that, I tell the person that found it to leave it there so I can look the area over. If nothing has been disturbed it is easier to determine how it was killed.
