Bass fishing regulations

Perhaps this is a dumb question, but as someone who is completely new to missouri, what does mdc consider to be a stream vs impoundment? I want to go bass fishing on the norfork lake but since it isn't enclosed would it be considered a stream and therefore illegal to bass fish till may? Also what about the norfork river close to twin bridges? Is a river the same thing as a stream?
