Bait is considered to be grain or other feed or food products. Mineral blocks, including salt, are not considered bait, however, mineral blocks that contain grain or other food additives are prohibited. (pg. 3 in the 2009 Fall Deer and Turkey pamphlet).
You have to be careful when purchasing these items over the counter. Many of the blocks can have sucrose or molasses in them to hold them together. Blocks with those ingredients are illegal.
When you purchase those kinds of items be sure to read the ingredients and look for sucrose, molasses, grain, food products, ect.
